Energy and Economic Development Financing Roundtable
NASEO’s State Energy Financing Task Force will host the first in a
series of meetings that will focus on sharing best practices in energy
financing policies and programs aimed at fostering economic development.
The roundtable will explore the latest successes and current challenges from a number of key financing programs. Presentations and discussion
for this session will include strategies for state and local governments to
increase the impact of limited public financing funds, attract and leverage
private capital, and overcome
policy and market barriers.

Innovative Financing Options: What's Working and Lessons Learned

offices in partnership with state treasurers and
economic development authorities have deployed energy system financing to
modernize public buildings, electricity delivery, and other energy systems.

Accelerating the Decline in Using Imported Petroleum for
Transportation: Efficiency and Alternatives
Energy use in the transportation
sector is directly linked to the nation's dependency on imported oil and the
related economic impacts of periodic oil price spikes. For decades, the
public and private sectors have worked to advance a variety of technologies
to improve the efficiency of transportation and to develop alternatives.
Over the past five years, significant progress has been made with steady
advances in alternative fuel market share and a somewhat improved outlook
for domestic oil production. Despite these significant advances alternative
fuel opportunities remain largely untapped. This session will present the
view from each major alternative sector and share the product and infrastructure

New Models of Sustainability:
Innovative Systems for Biochemicals, Biofuels, and Biomanufacturing

application of innovative technologies and practices in the production of
biochemicals, biopower, biofuels, and other co-products can significantly
lower energy inputs, enhance profitability, and offer win-win economic
development models for states. The first part of this session will highlight
a new process developed by the University of Nebraska - Lincoln and its
partners to meet the twin challenges of increasing energy efficiency and
improving water quality associated with both animal confinement and biofuels
production. The second half of the session examines new opportunities in
biochemical production and biomanufacturing and the potential they hold for
high-tech economic development in every region of the nation.

Accounting for Non-Energy Benefits
in Commercial and Institutional Building Energy Efficiency Projects
Energy
efficiency retrofit projects could be increased by as much as 50 percent if
all of the non-energy benefits and utility system benefits produced by a
project were quantified in standardized formats acceptable to customers,
government agencies, utilities, and regulators. This session looks at the
development of standardized methods to quantify these values, and presents
the results of a study that highlights the state of knowledge on non-energy
and system benefits, including emissions reductions, ISO/RTO capacity
credits, operations and maintenance savings, productivity improvements and
other costs.
